What's the best OIM setup / architecture for supporting 4 Dev environments?

We have two VMs dedicated to OIM to support four dev environments.  Should we just create one Middleware Home and one Oracle Home on each VM, with two domains on each?  Then run the config wizard for each domain?

VM1: /app/oracle/Middleware/Oracle_IAM1

         /app/oracle/Middleware/user_projects/domains/OIM_domain1

         /app/oracle/Middleware/user_projects/domains/OIM_domain2

VM2: /app/oracle/Middleware/Oracle_IAM1

         /app/oracle/Middleware/user_projects/domains/OIM_domain3

         /app/oracle/Middleware/user_projects/domains/OIM_domain4
