Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. can we make syncookies 0 in solaris 10

One of our solaris 10 machine is believed to be culprit for syncookies issue.

After client sends SYN signal ,the Solaris box send SYN/ACK signal and then client sends ACK.

but sometimes the SYN/ACK do not get sent .
