Hyperlink label in Tools 8.49.09

We are running ELM 9.00 and PeopleTools 8.49.09.  I was asked to change the label on a hyperlink from displaying "ABC" to  display "XYZ".

The hyperlink page control points to an external link, which is a static URL, which is defined in PIA.

I notice that in App Designer I am unable to set the new value on the Label tab of the Pushbutton/Hyperlink properties.  I can go in and make the changes there and the page will seem to save -- but the changes on this tab are never saved.

So - I figured that what I needed to change instead was the description on the URL definition.  But - that change did not reflect in App Designer, where I am trying to run the page in the browser.  I can't run it in PIA because it is a page that runs on a Peoplesoft HR system that is on a different box -- and the two development boxes currently do not 'speak' to each other as yet.
