Minimum security needed for Application Server, Process Scheduler

At the current site, an operator id is used to start the Application Server and the Process Scheduler.  In an effort to limit a potential person from obtaining the user id and password used to start/stop the two servers, we would like to establish an account with minimal security, thereby reducing the risk of exposure of this account.  (Currently the account a Admin privileges.) Thanks
