Defining Valuation of Service for Service Tax Calculation

Hi,

Our Client for some services pays Service Tax only on the portion of the Value of Service i.e say for Goods Transport Agency Inward it pays 12% on 25% value of the Service to the Service Tax Authority.

How I can do set up for this,pls guide.
