URGENT: Business Event issue

Hello Tea,

We have written a subscription for APPS:oracle.apps.fnd.concurrent.program.completed and whenever a particular program gets completed we want that output to be mailed. I am seeing below behaviour

1. MSG_STATE = PROCESSED and DEQ_TIME is NOT NULL, the subsciption is called

2. MSG_STATE = PROCESSED and DEQ_TIME is NULL, the subscription is NOT called.

Do you know why our subscription is not worked and we get irregular benviour and when DEQ_TIME is updated? Do you know whats the issue if DEQ_TIME has to be updated
