Can I submit an external request to the REN Server through URL or some other method?

Is there a way that I can submit a request to the PeopleSoft REN Server from external programs to screen pop to the PeopleSoft user that is connected? In other words Can I submit any other parameters to the REN Server url "psservername:7180/psren/"
