Developing a Home Page Portlet in OIM 11gR2 PS2 (11.1.2.2.0): missing files in oracle.iam.ui.custom-

After upgrading from PS1 to PS2 the file oracle.iam.ui.custom-dev-starter-pack.war contains only 2 files
while it used to contain 119 files back in PS1.

One of the missing files is
oracle/adf/rc/metadata/custom-catalog.xml
which is needed to update the resource catalog after developing a Home Page Portlet. (see http://docs.oracle.com/cd/E40329_01/dev.1112/e27150/uicust.htm#autoId57)

Adding the file manually seems to have no effect.
So how can I update the resource catalog in PS2?
