While applying BOE the BOE form is getting cemented

Hi all,

        we have created PO then we have prepare BOE invoice later we check the AP invoice against the custom authority we made a payment to custom.

then we created the receipt apply taxes on the receipt when we are going to apply the BOE on the IL receipt form , apply BOE india localization form is cemented.

Plz help us to resolve this issue.
