PeopleSoft IB Queue Partitioning

We are trying to setup queue partitioning on a non-rowset based message. The partitioning works fine if it is on fields that are outside of CDATA tag but it does not work if we include any fields that are inside CDATA tag. PeopleBook states we should be able to use any field that exists anywhere in the message. Have you all seen this issue and I appreciate any input you can provide. We are on Tools 8.5109, HCM 9.0
