has anyone applied tax update 14-A to HCM 9.2 on PT 8.53.06 or lower version?

Hi, We are facing issue while applying tax update 14-A to HCM 9.2 application using PUM image 5. Our application is on PT 8.53.06 version and when I create the change package using change assistant on PT 8.53.09, I get below error message and it doesn't allow me t move forward.

The PS_HOME directory currently specified for the HR92TXUD environment does not meet the minimum PeopleTools patch requirement for applying this change Package to your environment :

   Current PeopleTools Version : 8.53.06

   Required PeopleTools Version : 8.53.08

This change package requires the PeopleTools client to be on the minimum version as noted above. Please install a PeopleTools client that meets the minimum requirement, and set the PS_HOME of the new HR92TXUD Environment to this new location and try again. Please refer to "PeopleSoft Update Manger (PUM) Home Page on My Oracle Support (MOS)" for more details.
