Notifications are being generated with subject

Local Event ERROR : oracle.apps.ar.applications.CashApp.apply / oracle.apps.ar.applications.CashApp.apply_388002_27-FEB-2014 14:01:37

Message name

DEFAULT_EVENT_ERROR

Messsage type

WFERROR

Why are these being generated and not being purged. Pl find diag. for one of the notification attached.
