Payment cancel/void for vouchers with withholding payment

We are on PeopleSoft 9.0 and tools 8.49. I am on Payment cancellation screen trying to Void a payment and close liability. I am getting the attached error message.

"This payment cannot be closed as it has at least one voucher with a withholding payment. (7250,404)

I am able to cancel the check and after posting i can see reversal entries for ACTUALS ledger. But i can not Close the Voucher or Delete the Voucher. We have commitment control in place and we want reversal entries for Ledger KK be generated, but i don't see any option to work forward on this.

Could anyone help me with steps to follow in such a situation?
