News publication - Content Management

I want to publish a news alert on the peoplesoft portal to a group of people based on their location and also their association with us like our preferred customer or ordinary customer.  For example, if I want to warn the people in North region about the winter storm  like Titan or if I want to warn South region people about a Tornado etc... how do I do that?  The messages can be for specific State or a district or sometimes to an individual customer.   We are using people soft HCM 9.1 with peopletools 8.50.   I think of using peoplesoft
