EBS R12.1.3 : Workflows shows the wrong time

Hi,

This is a new implementation.    The server time for both Database and Applications is set to CST .   However, all workflow notifications show GMT Timestamp  .    This is the mail received by sysadmin  .  Please check the time Sent  at 01-Mar-2014 06:18:54  (this is the correct time).     Action date is 01-MAR-2014   12:18:54 .  This is wrong.

Please advise.
