WF Mailer Bombing Out

Afternoon, Gurus!

We seeem to be experincing the issue described in:

Inbound Response Workflow Emails Not Being Processed by the Mailer and Still Shows in Process Resulting in ORA-29532 (Doc ID 1288090.1)

Cannot replicate in non-PRD to test if the patch will help. Can anyone provide an API call to attempt to manualy advance what has hung, just to keep us limping along until we get a better fix?
