Searching Users within an Application Instance

In our OIM setup, we have one application instance. A user registers on OIM for account and then requests access to the target application (through the catalog). They choose which city or county the are apart of.

The problem is I need to search for all disabled users from a specific county. On the main OIM page, I can search for all disabled users but that will show from ALL counties.... the county information is tied to the application instance, not the OIM account.

Any suggestions on how I can accomplish this?
