FSCM 9.0 to 9.2 Upgrade: Use of Process Scheduler during Initial Pass

I am currently working on the FSCM 9.0 to 9.2 Upgrade (Initial Pass). 
In the past I have never used Process Scheduler during the upgrade.  I noticed that it was part of the configuration for the 9.2 upgrade, but it "appeared" to be optional. 
I recently opened SR 3-8684121501  :  FSCM 9.0 to 9.2 Upgrade:  Task 5-13-3 (Data Conversion Concurrently) and being told that it is required even for the Initial Pass.  This step runs 3 processes concurrently which tells me they are mutually exclusive of each other.  I replied with the following response:

Is it documented somewhere that Process Scheduler is "required" to be configured for the Initial Pass?  This is something new and I've never done it this way before.
