Is HCM 9.1 Feature Pack2 really necessary to decouple environment with PeopleTools 8.53?

Our HCM application is currently 9.1 with PeopleTools 8.50.16. We are planning a PeopleTools Only Upgrade to 8.53. We would like to set up the new decoupled environment with PS_HOME on an NFS mount and PS_APP_HOME, PS_CFG_HOME, and PS_CUST_HOME separated out. The PeopleTools: Mid-Tier Deployment Best Practices paper says we need to be on Feature Pack 2 to implement this new configuration. Why is that? If that is indeed the case, would I upgrade to PeopleTools 8.53 and then apply Maintenance Pack 5 to get us to Feature Pack 2 - or the other way around. I noticed some of
