PUM - Apply w/Compare Copy vs Initial Pass/MTP

I just got back from the Higher ED Alliance 2014 conference and want to clarify something I thought I heard while I was there. Is it correct that Oracle is 'merging' the functionality/processes for applying bundles/patches with the steps used to do an application upgrade within the 9.2 PUM/Change assistant changes, in regards to the 'apply database with compare/copy', 'apply without compare' and the 'Initial Pass'/'MTP' steps?
To further clarify this question: It sounded like the presenter was saying that doing an application upgrade was going to become more like applying patches and vice versa, in that there will be an Initial Pass where you will re-package the update project with your customizations and then an MTP pass that will then be used to apply the project with your customizations to the rest of your environments?
