OIM 11gR1 is not provisioning with the access policy.

Hi i have an issue with the OIM 11g R1 i hope that somebody give any idea to solve this!

i have some groups associate with access policies when i tried to put some roles to a user the OIM never added the resources associated to the group and access policy , i had to put the resource directly.

i have to clarify that is for some users but i have not idea how many users have this problem.

The evaluate user policies is running.
