Adjusting Withholding Manually, doesn't appear on 1099 reports

Hello.

My issue is with Adjusting Withholding Manually when processing withholding in PeopleSoft.

Whether making a manual addition/legacy addition or doing manual adjustments to a withholding transaction (Withhold Adjustments component), the Process Instance is set to 0.  And when running the rest of the 1099 reporting process, the manual transaction no longer appear on the 1099 reporting tables or the 1099 itself.  Does anyone have an experience with this and a solution?  I've run the Withholind Update processes after doing manual entries, and still no help.  The documentation makes it sounds that any Manual Adjustments or Legacy Entries will compliment any current Withholding Transactions and the net result will appear on the 1099.
