Voucher AWE - Error for Step Not Enough Approvers were found

Hello,

We recently modified our authorized list and criteria for our voucher approval process.  We recently migrated it to QUA and refreshed the database but now receiving an error when trying to submit a voucher which is indicating not enough approvers were found step number 1 path 1 stage 20.  Has anyone encountered this error?  How did you resolve?  We did not experience this issue in DEV and testing before.  Any suggestions or workarounds would be greatly appreciated.  We are PeopleSoft FIN 9.1 and PeopleTools 8.51
