Hyperlink on JOB panels - pass information

Hello,
There is a hyperlink on the Benefits Program Participation panel of Job Data. When you click on the hyperlink, a panel opens that contains information from a custom table. The keys on the custom table are emplid and effdt.
When a new person is hired (Workforce Administration -> Personal Information -> Add a Person), I would like to use the hire effdt as the effdt of the custom table record. Currently, a record is created in the custom table with a null effdt.
