pscbo_stats vs gather_table_stats

I have a consultant insisting we run a full blown gather_table_stats after every database refresh during our FIN upgrade process.  Would pscbo_stats be a

better option?  Does it matter whether the database is a new refresh in regards to using pscbo_stats in lieu of gather_table_stats?
