first authentication against LDAP in PT8.53

I am having an issue,when I enable the LDAP signon peoplecode, when I try to login using PS credentials to PIA,it is trying to search PS in LDAP search base though I am giving a right peoplesoft credentials. due to that the login is very slow, when I disable the LDAP people code,the PIA login works as normal.  Any idea why LDAP peoplecode gets intiated when providing the peoplesoft credentials. as for as I know the delivered way is to authenticate against a people soft,if fails,authenticate against LDAP.
