Could not get configuration lock messages when starting PIA on aix

Hello,

We're on Peopletools 8.51, AIX 64. We we reboot the webserver, it takes at least 15 minutes. The log is filled with the following:

<Mar 24, 2014 10:51:33 AM EDT> <Warning> <Management> <BEA-141270> <Could not get configuration lock used to serialize access to configuration files. Retrying for another 60 seconds.>

Does anyone know what it's trying to do here, and if there's any way to avoid this? I didn't find anything on MOS.
