Bullets formatting issue on PDF in BI publisher

We are currently on Peopletools 8.53.  We need the ability to include bullet lists.  When we insert them on the page, they appear correct but when we create the pdf through bi publisher, the bullets do not appear.  For example, we need to be able to include something similar to the following in our RTF template.

  • data 1
  • data 2
  • data 3
    1. test
    2. test 2
    3. test 3
