Merging multiple files into one pdf file

In HR recruitment when the user uploads several files (cover letters, references, etc), I want to merge all of the documents into one pdf file.  If the documents are pdf, I can use the delivered method mergePDFs which is in Application class PDFMerger.  However if they upload a doc or docx file, I can’t use that method.  I’m wondering if the easiest thing would be to convert the file to a PDF???  If so, what can I use to convert the document (from within PeopleCode)?
