Record in wf_local_roles is active and expiration date is before sysdate

Record in wf_local_roles is active and expiration date is before sysdate(record has expired) and user is still  Active in Oracle.

User experiencing the issue of not getting email.

Please advice what to do? It is quite urgent for me.
