wls_oim1 fails to start with error TNS:no appropriate service handler found

Hi,

This is a new installation of OIM, OAM and OUD. OAM works fine but OIM fails to start with an error of "ORA-12519, TNS:no appropriate service handler found"

I would rely appreciate if someone points me in the right direction, I am able to connect to the DB with sqlplus.
