Requisition completed workflows disappear from list upon clone

We have some users accustomed to leaving completed workflows in their worklist to refer back to. We are not currently running a purge program so this works well for them. A recent issue was noticed when we cloned PROD to a development instance. The user noticed the PROD worklist was cleared of past items. However, the development instance still contained the worklist items.

We have a SR open but are not making much progress. I need to know what could have caused the PROD worklist to be cleared unexpectedly. Any ideas?
