8.53 Activity guide security

I created an activity guide in 8.53. Some of the action items are grayed out and unclickable and some are working fine. Its saying you dont have access to this action item. I do have security to the underlying compoenent as I can go to that page directly. What am I missing?

The action item I am unable to access to referring a delivered HR_HOME_MAILING_852 related content reference. This content reference is basically a self service page to update employee home address.
