Public Sector: Set BI no Acctg Entries - how to set no AR monthly accrual entries until year end?

Have no accounting entries coming from BI, and can't have AR monthly accruals for either items or payments.  However, need to produce aging statements and select items and payments at year-end for accrual to new year.  Have setup, but not working.  Any ideas on what I might have missed?
