Tax category defaulting based on combination of SHIP FROM and SHIP TO

Hi,

I want to default TAX Category on Sales Order Line based on the combination of Ship From and Ship To.

E.G. If I am shipping goods from Kerala to Maharashtra Tax Category 'KL_MH' should be picked. But if I am shipping goods from Gujarat to Maharashtra 'GJ-MH' category should be defaulted.

I checked and in India Localization I am not able to see how we can use ship from and ship to combination to achieve this.
