Unable to load OAuth Service configuration

I have been going through the steps to configure the Mobile Authenticator and there are some OAuth configurations that need set. When I try to access the Default Domain:  Launch Pad -> OAuth Service -> Default Domain, I get this error message in the browser:

As well as the attached stack trace.

I have another PS2 instance and this works fine, so something must be off about the OAuth configuration in this instance. Any ideas? I would like to avoid rebuilding this instance and it would be useful to know how to resolve this without wiping out the instance in case a client encounters this.
