set the defualt of amount of percentage of payment method that has priority=1 to alway 100 (using se

Dear,

Currently I enable a function(Manage Payroll Payment Method) in SSHR to allow employee to change the priority of payment method by them self but I have an issue that:

employee have to enter about of percentage because the default is 0 and if the employee forgot to enter this amount the system also allow user to submit.

how could we change the default value from 0 to 100 ? or

if how could we force employee to enter 100 otherwise the system will not allow to submit ?
