Need Help on Latest Patchs on Financial for India Localization

Hi,

We are implementing the Financials for India,(Service Tax, TDS only).(PO,AP,FA).

We applied the Latest patch set Cummulative Sep'13 17015634:R12.JAI.B RPC.

I can see one more Patch  DEC'13 17920728:R12.JAI.B CMP.

Do i need to apply this CMP?If it is what are pre-requisites? OR only Sep'13 RPC is enough?

How do i proceed?please help me.
