Customs Entry - best way for entering ALC for Assessments [13.2.5]?

What is the best way of entering ALC in RTM for assessments in RMS/RTM 13.2.5?         

I'm not sure if I'm facing a bug here, or the system works as designed - the documentation isn't much helpfull here.

I'm trying to setup simple import scenario. I have an item with HTS code and ad-valorem rate.

So far I've got this:

  • Item is correctly set up with HTS code
  • When creating PO, ORDSKU_HTS_ASSESS table has the correct ELC values (comp_rate and est_assess_value)
  • Receive items
  • Create Transportation record and finalize it

When entering CE, if the ALC for assessment is different the ELC, the only way to enter is:
