Has anyone been able to have peoplesoft alerts sent in the recipients preferred language?

I'm unsing the delivered notification framework to send alerts.  Our plateform is multilingual and it seems that the email notification are sent in the sender's preferred language and not in the recipient's preferred language.  Has anyone been able to have this to work so that the email is sent in the recipient's preferred language instead of the sender's?  I've opened a SR but waiting a response from Oracle's development on this.
