Concurrent Request Notify Emails are Delayed, 12.1.3

Hello,

The notification emails that are sent when concurrent requests complete are getting delayed.  The Workflow Background Processes are running.  We restart the Workflow Mailer, and it runs good for a day or two, then the emails get delayed again.  This only came up last week, and no changes were implemented.  We are on EBS 12.1.3.  What should we look at?
