Windows cannot find CompareViewer.html

Anybody dealt with this?  App Designer doesn't create the CompareViewer.html file or any .html files when the Browser Compare reports option is selected.  Files are created within the speficified folder and App Designer Compare reports are fine. Using 8.52.15 on Win7.  Couldn't find anything within MyOracleSupport except a vague bug id.(Bug ID 13629202).  Any help would be appreciated.
