Regarding Bug 9800310 : REW: REFUNDS CAN NOT BE CREATED DUE TO USER APPROVAL LIMITS CHECK...

We requested to be added to the ER, but my users are raising all kinds of heck about this. According to our accountants, this is an audit issue, which makes it a very bad thing. Per my users: 

The approval limit should be applicable to all types of Refunds and not only to electronic refund of on-account credit memo that Oracle is stating as approved functionality and not a bug.  The approval limit for AR Refunds should be functional and work the same way it is working for AR Write-offs and Adjustments. This is an audit issue.
