UPGCOUNT Application Engine

Is it recommended and can we run the UPGCOUNT when we are not doing the PeopleSoft Upgrade, I have seen on thread on Google that it has dependency on the PeopleTools tables.

Since it is just an App engine program that gives only the count of the rows in tables, so it should not effect , please clarify ?
