Post reports with not_posted status and using PSDAEMON process

First the specifics

Peopletools HCM 9.1 with Peopletools 8.51.17

We are using the PSDAEMON process to post reports to the report repository using a XML file that provides the information needed to POst the information. We had an issue with the report respository filling up with space. We have about a 100 entries in the report manager with "NOT_POSTED" status. There are entries in the PS_CDM_LIST table. This method does not create entries in the PSPRCSRQST or PSPRCSQUE tables. The report information is still on the $PS_HOME/appserv/prcs/HRPAY/log_output/ directory. How can I get the process scheduler's Distribution agent to post these reports to the report repository. If online I would
