IBM Rational Developer System z on Windows

Both 8.52 and 8.53 PeopleTools are certified on Windows 2008 and one of the COBOL compilers listed is IBM Rational Developer System z.  I am having a very hard time finding any documented instances where a PeopleSoft Windows customer is using this as a compiler instead of Net Express.

I have seen references to IBM COBOL for Windows , which I think no longer exists.  I have reviewed just about every document on MOS (OK, maybe not every doc)

I have written the documented IBM email address IBM4PSFT@us.ibm.com, with no response. 

Is anyone using this compiler in a Windows environment?
