restore db on new host: error: ORA-19504: failed to create file "+DATA_JDEDB3/...why?

I am getting this error ORA-19504  when recovering  files from tape onto a new db , new server,  new ASM volume.

i setup the init.ora file with

DB_FILE_NAME_CONVERT=(+DATA_JDEDB3/,+RECO/)

LOG_FILE_NAME_CONVERT=(+RECO_JDEDB3/,+RECO/)

i setup a new orapwd file

set up new subfolders for bdump,cdump,aud,etc

startup nomount with pfile

connect to catalog and setup dbid=old-db-id

also connect to target /

restore the control file from tape

alter db  mount

restore database datafiles

...getting error
