SR FSCM 9.2 Upgrade: Appropriate time to use PUM Image after Initial Pass/Test MTP/MTP

Ok, I'm looking for feedback/direction on the FSCM 9.2 Upgrade and appropriate use of PUM.

I opened FSCM 9.2 Upgrade:  PUM Image 5 Issues with documents delivered with change package

asking for help with some of the UPD documents that were delivered and either corrupted (couldn't open), not clear on which product(s) they related to, etc.

The answer I received (and then the SR was closed without my consent) was as follows:

Thank you for using Oracle Software Support.
Simply after finishing the init pass it is not appropriate to apply maintenance by using the image to make the db current. That means that maintenance and updates were applied before the completion of the upgrade and now the database has become useless for upgrade purposes.
