COBOL Compiler on VM Image

Has anyone installed COBOL on a VM image?

We have HCM Demo Image 5 installed and need to run COBOL processes. Oracle documentation seems to indicate that we need to install COBOL compiler in the same way (including acquiring license) as we would in a full-blown environment. Is this an accurate assessement?
