Challenge Redirection Question

I am working with someone who has an app and is using 10g OAM w/10g WebGate, IIS, and ODSEE as their LDAP.

We converted him to 11.1.2.2 OAM and configured him for X509 using his ODSEE upgraded to 11.1.1.5, but he is still using IIS. We were able to register his 10g WebGate w/OAM 11g and he can hit his app.

Now, in his current production, when he hits his link to the app, he gets redirected to a splash page 'BEFORE' he is authenticated, stating this is a Government DoD Website and so on ... he then hits an 'I Agree' button and then gets authenticated to his app.
